digital development and information Minister Josephine says AI generated misinformation can seriously harm Singapore's Democratic foundation and this demands an equally serious response she made the argument during the debate on a new law to combat such content during elections hello it's been a busy day in the office and I've just had a cup of coffee did you think well the minister played that video in Parliament depicting a deep version of herself to show how realistic the content can be the bill bans the publication of digitally manipulated online election content that are faked using AI technology this includes content generated or manipulated using AI techniques such as generative AI it also includes non-ai techniques such as Photoshop dubbing and splicing these are now seen as more traditional editing methods but they can still be used to manipulate content depicting candidates making them as harmful and misleading as AI generated deep fakes a while MPS expressed their support for the bill several of them brought up suggestions and these include expanding the law to also cover false endorsements by public figures or influences which could be just as effective in swaying voters MPS also asked how the law would tackle deep fakes from private messaging channels like WhatsApp and telegram specifically how will we deal with deep fakes or messages shared through these supposedly private communication channels what are the criteria to be used to determine whether or not specific communication is private and therefore exempt from the prohibitions contained in the bill the returning officer or Ro will consider various factors such as the number of individuals in Singapore who can access the content if the group group is public or closed and the relationships between the individuals as an example chat groups on WhatsApp and telegram with very large memberships that anyone can freely join should not be considered private or domestic communication if prohibited content is circulated in these open groups the RO will assess if action should be taken
